This looks like a phooto of a sideshow geek(the word didn't always mean what it does today).These were essentially severly retarded people who did things that would cause quite the uproar today,like biting the heads of chickens,acting like animals(such as pigs,dogs,and,apparently,birds).They were akin to the pinheads.They were hugely popular with the public.
Just goes to show our ancestors were pretty much dicks.
